15 dead, 24 wounded in a mass shooting at a grade school in Izhevsk, Russia
15 people are reported killed and 24 wounded in a mass shooting that took place in the city of Izhevsk in Russia which is a midsize city in the European part of the country. The alleged perpetrator is a graduate of the school and a fan of Nazi-style symbols. Few other details are known about the situation at this time.
What is interesting is that Russia has rather strict gun control laws. Getting a carry permit for a civilian not involved with security services of law enforcement is quite difficult. And yes, as can be seen here, the bad guy, once again, came armed and by the looks of it did not run into any armed opposition, which is unfortunate.
So once again - with the exception of exceedingly rare accidents, modern guns do not kill. It takes a trigger puller. And violent people somehow don't respect gun laws any more than they respect assault and murder law clauses.

I think gun control would not be effective to hinder such incidents all the time. Psychos are everywhere.
Psychos have always existed.
And yes, gun control is utterly ineffective at preventing violence coming from said psychos.
