My Experience on 41th Search and Rescue Exercise (SAREX) Malaysia-Indonesia (Malindo) 2022
Hello Asean Hive Community, this is Satria from @bundaahnaf's blog, and this is my first post on this awesome community. Today i would like to share my experience on having particated on 41th Search And Rescue Exercise (SAREX) Malaysia-Indonesia (Malindo)that been held between 20th until 22th September 2022. I think this community would suit my story because there is 2 asean country that evolved on this event, it's my country Indonesia and our Neighbour, Malaysia.
So this thing is started by my boss tell me to join this event after there is a letter come from Badan SAR Nasional (Basarnas) Indonesia (the Search and Resque Agency of Indonesia). They asked our institution for delegating 3 person to join the event. My institution ended up only sent me and my friend named Mr. Hibrid Rizkiyanu to join this event, because another person is on another sudden Duty.
The event started on 20th September by the Speech of Malaysia's Search and Rescue Agency on Zoom Meeting which then Replied by the speech from Basarnas Indonesia. We were told that this event is the 41th of that Sarex Malindo event and is the first time after the covid pandemic. This event were held for exercising both parties to do collaboration search and rescue in case there is an accident which both parties are traited are happened. Both parties will practicing the flow of the search and rescue operation, from the notification of urgent condition, how the coordination should be, preparing the administration of security clearence for doing the search and rescue on other's nation teritory, calculating and mapping for the search and rescue area, untill how the victim are rescued into the ships and moved into the ambulance.
All other institution beside Basarnas were invited because the search and rescue are for everyone, there might be an event where we have to help people on urgent condition, especially on the sea. There might be some event where the search and rescue is involving all institution as well, such a big issue like the airplane that lost on the sea. All those institution, especially that have ships unit will going to get involved on such situation, so here we were exercising how the search and rescue operation flow.
After the speech, we were get the Table Training Exercise (TTX), and some briefing before the main event which happened on the next day.
Sorry that i don't have documentation of 1st Day event because i left my phone due to rushing go to the Basarnas Office (the invivation said it's started at 08.00 A.M., but then it's started at 09.00 A.M. 😅 )
On 22th September, we comes for the main event, the scenario are :
- Both parties throw the dummy to the sea as the search and rescue target;
- One of the Malaysian ship unit found a survived person on the sea and told there is an accident that involving 15 person in total. 3 person are found and now we have to search for another 12 person;
- Malaysian office then contact the Indonesian search and rescue Agency for the search and rescue operation;
- The operation staff then preparing all the stuff that were needed to do the search and rescue operation;
- Both parties then use their owned unit for doing the operation, in case of there were person from a nation that found on another nation, there will be a delivering event of that person on the border of each nation (but for this exercise, those things are not planned);
- Exercise are ended on the condition of :
a. All dummy were found;
b. The time is up (on 08.00 UTC);
c. There is a real urgent event so the exercise operation will turned into the real search and rescue operation
We were gathered on the Basarnas Office in Batam on 01.15 UTC, then got a short briefing for the event. At the 01.40 UTC, we were going into the search and rescue ship which named Kapal Nasional (KN) SAR Purworejo (One of the Indonesia's national ships of Search and Rescue Agency). We were then departed from the port around 02.15 UTC.
The area of searching and rescuing are taking around 2 hours and 30 minutes from the Sekupang port where we departed. The condition of the rescuing area are cloudy and a bit rainy on that time.

We were doing searching and finally found 2 of the dummy units at around 3 UTC.
The dummy then rescued by the Basarnas Unit using the smaller ship for rescuing, which then received by the other institution that waiting on the KN. Purworejo Ship.

After we found the dummy, we moved into better area and doing exercise for rescuing real people. So there is 4 Basarnas crews that acted as the victim and jumped to the sea on different spots, and then there is another Basarnas crew were doing the rescue action for them. After few times, those 4 people are finally rescued by the Basarnas Unit by throwing the doughnut buoy and pulled them to the smaller ship. Those victim then moved into the KN. Purworejo ship and received by the other institution crew, then moved into the checking room for medical check up by the medic team.

Oh, and we were also helped by the helicopter unit for doing the searching. So there is a helicopter that doing searching on all area, and then calling for the ships that is responsible on those area for rescuing the target if they found them. And there is another 2 ships, so the Indonesian parties are having 3 ships and 1 helicopter for doing the search and rescue operation. There is a helipad on KN. Purworejo, but there is no landing exercise on this event.

And then we moved back to the port at around 8 UTC and soon after we arrived at the port, there were people that acted as the victim and there is exercise about evacuating them to the ambulance. The exercise is over as soon as those "victims" are moved into the ambulance

3rd Day event were held on zoom meeting again, that sarted with some evaluation from Search and Rescue Agency of both Country. They said things went well, but there is an evaluation from Indonesian Basarnas about different coordinate that were reported by the team on the fielnd with the coordinate that is monitored by the GPS Signal on the system.
The event then continued with some documentation review and is closed by the speech of both country Search and Rescue Agency. And there is also a photo session of all participants.
