How bad is it? Until just last year in California, proving theft from a vehicle required proving that all the doors were locked

People in Los Angeles report a new ritual: if a car is locked, it's assumed a break-in is coming. The police are seen as ineffective, so doors are left unlocked, windows down, even the back hatch open as a signal there's nothing worth stealing

This is what "crime is down" looks like after reporting collapses. Official numbers "improve" because many stop reporting, knowing nothing will be done, and daily life is reorganized around widespread impunity
