In my community this "Not wearing trousers" is a saying that relates to men who are not in control of their homes, or rather men who live with a woman in a dysfunctional home, where the woman authoritarianly makes all the household decisions.
"Not wearing trousers" can mean different things in the globalized world, for example it has become a fashion trend after different celebrities went out to the streets without wearing pants.
Likewise, not wearing pants attracts all the attention and looks to our body, especially in the feet area, so it is necessary to take care of the upper part.
