Dear citizens,

         The city of Akvamarin has grown since I have communed with you last time in November. And I bring you good news! For one, our great city is close to solve the homeless and immigration challenges.

         For the past few months, my administration and I have been focusing on unemployment. As you can see, we are sitting around 5.5%. It's not terrible, but we could do better. The most practical way is to encourage people to relocate. There are fledgling cities in the duchy that are looking for more working hands. The city council will reveal more in the near future.

         An more aggressive option is to introduce inefficiencies into our city's inner workings. By doing so, Akvamarin becomes a less desirable destination for people to settle. This is already happening, but our quality of living is so high, you might not have noticed.

         There is another option, but it would require an enormous amount of funds. The city could invest in infrastructures that employ more people than they attract. An extreme option is to introduce feared criminals into our beloved city. You can be sure I won't be for that.

         As you know, our city, even the duchy, participates in governance in the empire. That influence will only grow as time goes on. As mayor, I seek options that would bring our city the most subsidies. This includes in voting on "presidents", or head of government (not to be confused with head of state).

         Since we are on about governance, there will be more to come in terms of our own region. I will be sure to announce it when the time comes.
