I find that wrong as it would only affect those who don't have the means to find & fund an alternative. It would be much better to offer ordinary Russians and small businesses bank and asset accounts somewhere save, so they can move their non-tangible assets there.

As far as I'm concerned ordinary Russians shouldn't march to the border, they should march to Moscow. But only very few people with that kind of spine are still living in Russia.
The global distribution of people with that kind of character is fairly even, if you ask me. Not sure if that would happen anywhere else, especially when the country and therefore the distances to the power center are so vast.
