Yes, the old town of Corfu is really special, it is called Little Venice. The old town is on the UNESCO list, so you can't renovate buildings without a special permit.
Yes, that's probably because the buildings aren't colored a thousand ways, and the architecture is after a certain pattern, I say it's a good thing to keep such areas under control and not let real estate developers run wild.
