The downvote and blacklisting is not a new thing on Hive blockchain it exists even on old chain also. Some authors and project has option that it's right to dowvote and sone are against it. My personal opinion is downvote is necessary to avoid the copy/past contet or the content violating the rules and it should be after warning. Many time the new comers don't understand the mechanism and do the mistakes so it's always good to teach then rather then punishing them which some time made them demotivative.
