The dollarizing hawk (ENG-SPA)
This year there are presidential elections in my country, luckily.
I have never agreed with the ideas of the current administrators of the country who have also been winning elections since 2003, only interrupted for a period of 4 years between 2015 and 2019.
I can say that my worst nightmares came true in excess and the current situation in the country is much worse than it was 20 years ago, at least in the most important and non-delegable aspects that every national administration must ensure: education, security, and health. There are several other issues where we are undoubtedly wrong, the economy is one of them, and inflation and the deterioration of the currency are two of the worst, although their consequences are not a minor issue either, poverty does not stop growing, and even registered workers do not earn enough to be exempt from it.
In this context, characters often emerge who know how to interpret the despair and hopelessness of society and with a disruptive and radicalized discourse, they aspire to win the sympathy of the electorate. At this moment, the enigmatic, almost violent, and somewhat alienated figure of Javier Milei emerges and rises up mainly before the young electorate who, attracted by his ideas, his rockstar positions, and his arguments against the political class, are clearly unsuccessful until the present sees its chances of fighting on an equal footing with the more traditional parties grow. It seems that his followers do not care about the lack of a structure that guarantees him some strength in the Senate, at least to propose and discuss the laws that he will need if he prevails in the elections.
In this sense, one of its warhorses is the dollarization of the economy and the complete elimination of the Central Bank, whose role is clearly devalued, instead of being a safeguard for the currency, as established in its organic charter, it is one more puppet of the central power and constant supply source of the gluttonous state that spends more than the account and is financed with the monetary issue.
Milei's ideas are supported by economist Steve Hanke from Johns Hopkins University, he has openly supported these ideas, assuring that they are the only ones that can end the scourge of inflation in Argentina.
This North American economist is not unknown to Argentina, he worked as an adviser to the ex-president and late Carlos Menem and his star economist Domingo Cavallo for more than 10 years, being one of the ideologues of convertibility that for a long period of time maintained parity 1 to 1 between the peso and the dollar.
Hanke assures that the Central Bank can be dollarized and eliminated, although it cannot be done immediately but concurrently with other economic measures.
He also mentions that he knows what he is doing, he claims to have been the "dollarizer" of Montenegro in 1999 when he was acting as state councilor and adviser to President Milo Djukanovic. At that time, this now independent republic formed, together with Serbia, the Federal Republic of Yugoslavia, and with the measure of giving the German mark the status of legal tender, it took the first steps towards its definitive independence.
We will see what happens here with Milei and if he manages to win the elections he will also have to deal with a probable opposition congress, there the now candidate, and perhaps with the advice of Hanke will have a hard battle ahead to impose those ideas that are probably his most strong proposals.
Or he will act like many others and do things in a different way than what was proposed, demonstrating once again that the word pledged has little value, almost like weight.
El halcón dolarizador
Este año hay elecciones presidenciales en mi país, por suerte.
Nunca comulgué con las ideas de los actuales administradores del país que además vienen ganando elecciones desde el año 2003, solo interrumpidas por un período de 4 años entre el 2015 y 2019.
Puedo decir que mis peores pesadillas se cumplieron en exceso y la situación actual del país es mucho peor a la de 20 años atrás, al menos en los aspectos más importantes e indelegables que toda administración nacional debe velar: la educación, la seguridad y la salud. Hay varias otras cuestiones donde indudablemente estamos mal, la economía es una de ellas y la inflación y el deterioro de la moneda son dos de las peores aunque sus consecuencias tampoco son tema menor, la pobreza no para de crecer y aun los trabajadores registrados no ganan lo suficiente como para estar exentos de ello.
En este contexto suelen surgir personajes que saben interpretar la desesperación y la desesperanza de la sociedad y con un discurso disruptivo y radicalizado aspiran a ganar las simpatías del electorado. En este momento la figura enigmática, casi violenta y un poco enajenada de Javier Milei surge y se eleva principalmente ante el electorado joven que atraídos por sus ideas, sus posturas de rockstar y sus argumentos en contra de la clase política, a todas luces fracasada hasta el presente, ve crecer sus chances de pelear de igual a igual con los partidos más tradicionales. Parece que a sus seguidores poco les importa la falta de una estructura que le garantice cierta fuerza en el senado, al menos para plantear y discutir las leyes que necesitará si se impone en los comicios
En ese sentido uno de sus caballitos de batalla es la dolarización de la economía y la eliminación completa del Banco Central cuyo rol a todas luces está devaluado, en lugar de ser resguardo de la moneda, como establece su carta orgánica, es un títere más del poder central y fuente de constante alimentación del glotón estado que gasta más de la cuenta y se financia con emisión monetaria.
Las ideas de Milei son apoyadas por el economista Steve Hanke de la Universidad Johns Hopkins, ha apoyado abiertamente estas ideas asegurando que son las únicas que pueden terminar con el flagelo de la inflación en la Argentina.
Este economista norteamericano no es desconocido para la Argentina, trabajó como asesor del ex presidente y extinto Carlos Menem y de su economista estrella Domingo Cavallo durante más de 10 años siendo uno de los ideólogos del de convertibilidad que durante un largo período de tiempo mantuvo la paridad 1 a 1 entre el peso y el dólar.
Hanke asegura que se puede dolarizar y eliminar el Banco Central aunque no se podrá hacer de forma inmediata sino concurrentemente con otras medidas económicas.
Menciona además que sabe lo que hace, asegura haber sido el "dolarizador" de Montenegro en1999 época en que actuaba como consejero de estado y asesor del presidente Milo Djukanovic. En aquel momento esta ahora república independiente formaba junto a Serbia la República Federativa de Yugoslavia y con la medida de dar al marco alemán el status de moneda de curso legal dio los primeros pasos para su independencia definitiva.
Veremos lo que ocurre aquí con Milei y si llega a ganar las elecciones también tendrá que lidiar con un congreso probablemente opositor, allí el ahora candidato y quizás con la asesoría de Hanke tendrán por delante una dura batalla para imponer esas ideas que probablemente son sus más fuertes propuestas.
O actuará como muchos otros y hará las cosas de una manera distinta a la propuesta demostrando una vez más que la palabra empeñada tiene escaso valor, casi como el peso.
