Paying Water Bill to a Hassle City Water District

When I arrived at the Water District, I was given by the number C169. I was shocked because there were only a few people in the queue. Paying water bill in our city has a long queue. Often, it took four hours before my number was called before. I could hear the people's criticism of their poor service. They complained a lot that they disconnect the water immediately if not paid after a day of due, but they only have a couple of cashiers. Sometimes, they only have one cashier. The people are right. Water District is owned by the government and we're wondering why they cannot hire more employees, add more windows and separate a couple of windows for PWD. Butuan city, my place is already a city, but I think, politicians are corrupt.
I only paid our arrears, so I needed to go to the 9th window for the teller's approval. As long as the water arrear is paid, they will never disconnect it. Paying the arrears is more important than paying the bill. There were only three customers before me on the line which was different than before. The good timing to pay the water bill here in Butuan is around 12 noon and during Wednesday. If the days are from Mondays -Tuesday, this building is full that we cannot even find our own seats. Like I said, lacking of employees is the reason.
This customer complaint that their water was disconnected. She said that she didn't get the red bill notice, but they still cut their water. The red bill water means that they didn't pay their bill on time. It's a notice that their water is cut if not paying on the exact date that they provided on paper.
When it was my turn to pay at the Window 8-9, I paid 600 pesos, even if the bill wrote 500+. According to the man, there was a penalty for paying one day late. I'm not surprised because they always provide a penalty.
I was moved to Window number 2 for a final payment at the cashier. I never thought that there were only a few of us paying. Some customers said that, the other people chose to just pay online. But we cannot pay online if we don't pay it full. We should just leave a zero balance bill in order to use the Gcash payment online channel. Unfortunately,we didn't win big at the online gambling game we call Scatter that's why we didn't pay the whole bill.
My number was almost called. I needed to prepare the money bill and unfolded. They want the customers to prepare to prepare the money with the paper and unfold it so that it won't spend a lot of time. I agree with this rule because there are a lot of customers that wait on seats. Customers that always hopeful that the number is called because we never know how hectic their schedules are. About me, I may not have a hectic schedules but my baby is at home always looking for me. Every person has different responsibilities to deal with everyday, that's why my only wish is that there will be no corrupt in my place. They should add more employees, lower down the criterias needed to be a good employee because every person has unique way to learn faster as long is he is trained. Here in the Philippines, there is an age and background discrimination when it comes to finding an employee. The sad part is, the job is exhausting, but the wage is an average rate. That's why many Filipinos are working abroad.

I totally get you. There are really things in our system that would make us think to go abroad. I love the Philippines, but yeah, sometimes, if we compare the system and how the government runs the country, we'd think it's better in other countries.
These shows a real life of many Filipinos. I admire your patience and honesty. Your friend is kind, and it's nice to have a small reunion. I hope the government improved their system and gives better service to the people.

I used to pay by doing this but I discovered online so I switched doing this. Penalty sucks, though.
