Federal Legislative Palace

It is an imposing government building built in its entirety for the year 1877, its main function was to house the three branches of government of the Republic, which at the time were the Executive, Legislative and Judicial, but over the years the national executive would settle in the Miraflores Palace and the Judiciary would have its own headquarters in the complex of the Supreme Court of Justice, so for the second half of the twentieth century and the Federal Palace was entirely the seat of the Legislative and the former Congress of the Republic, which as a curious fact was bicameral in nature.

Palacio Federal Legislativo

Se trata de un imponente edificio gubernamental construido en su totalidad para el año 1877, su función principal era la de albergar a los tres poderes públicos de la República, los cuales para el momento eran el Ejecutivo, Legislativo y Judicial, pero con el pasar de los años el ejecutivo nacional se asentaría en el Palacio de Miraflores y el Judicial tendría su propia sede en el complejo del Tribunal Supremo de Justicia, por lo tanto para la segunda mitad del siglo XX ya el Palacio Federal era en su totalidad la sede del Legislativo y el otrora Congreso de la República, el cual como dato curiosos era de carácter bicameral.

Con un muy marcado estilo neoclásico el Palacio federal llegaba a Caracas como icono de la modernidad impulsada por el Presidente General Antonio Guzmán Blanco, el cual traería aires franceses a una capital que empezaba a cambiar y que necesitaba estructuras que se adoptarán a la elegancia y funcionalidad de los nuevos tiempos. A pesar de ser un edificio de mas de 100 años hoy sigue siendo plenamente útil siendo la sede de la actual Asamblea Nacional de carácter unicameral, por lo tanto, es de suponer que este complejo constituye uno de los polos de poder político más importantes de la nación.

Visitarlo es un poco complicado, ya que los recorridos guiados suelen ser muy intermitentes y en realidad nunca se sabe cuándo están habilitados, así que es cuestión de suerte poder pasar por sus puertas y encontrarlas abiertas al público, justamente ha sido en circunstancias como esta o en el marco de alguna feria o congreso como he tenido acceso al lugar y les puedo decir que se trata de una construcción bella, llena de detalles y de increíbles sorpresas.

The Palace has a huge central courtyard, which serves as a connection between the north wing and the south wing, this place is defined by a series of large chaguaramo trees, which give some natural shade and color to the environment, the floor is made of stone and right in the heart of the esplanade is a very striking fountain forged in bronze on two levels, The same has a series of details very well spit by where large amounts of water gushing non-stop, this in order to refresh the entire space, also can highlight numerous lanterns and grilles perfectly crafted in bronze that give the building great personality and an indisputable European style.

El Palacio cuenta con un enorme patio central, que sirve de conexión entre el ala norte y el ala sur, este lugar se encuentra definido por una serie de grandes arboles de chaguaramo, que le dan un poco de sombra natural y color al entorno, el piso es de piedra y justo en el corazón de esa explanada se encuentra una muy llamativa fuente forjada en bronce de dos niveles, la misma cuenta con una serie de detalles muy bien escupidos por donde grandes cantidades de agua brotan sin parar, esto con la finalidad de refrescar a todo el espacio, además se pueden destacar numerosos faroles y rejas perfectamente elaboradas en bronce que le otorgan al edificio gran personalidad y un indiscutible estilo europeo.

Pero el punto central de todo el Palacio radica en su ala sur, pues es en ese lugar en donde se encuentran el hemiciclo de sesiones y el hemiciclo protocolar, el primero es el lugar en donde se reúnen los Diputados y Diputadas de la Asamblea Nacional para discutir las leyes y demás instrumentos legislativos que son de gran importancia para la vida cotidiana de la nación, por lo tanto en este espacio se pueden encontrar una tribuna en donde las autoridades del parlamente tienen su asiento y en la parte inferior un lugar ideal para que los oradores dirijan sus discursos a la plenaria, además cuenta con una serie de curules es están separados por fracción y que cuentan con los nombres de cada uno de los 277 Diputados o Diputadas.

El Hemiciclo Protocolar como su nombre lo indica es el lugar en donde se celebran actos solemnes como la investidura presidencial, el mensaje anual del Presidente a la nación y otras actividades en donde se amerite un espacio más amplio y cómodo, este lugar también cuenta con una tribuna, en donde en su parte más alta se ubican en un mismo nivel las sillas de los jefes de los 5 Poderes Públicos de la Nación y en la parte intermedia un lugar ideal para que un orador imparta un discurso al publico presente, la mayor diferencia de este hemiciclo en comparación con el de sesiones es que no cuenta con curules, sino con una serie de sillas en donde se pueden ubicar a cientos de invitados.
