From what I see, the SIM in the diesel pool does not count for SIM power. You choose either the diesel pool for SIM rewards or HE for the HIVE rewards.

It's worth mentioning that SIMs placed in the pool count towards your SIM Power!

If it turns out to be false I'll adjust the strategy, learning every day and every month :-)

Just saw the official dcitygame post which also states that sim in the pool does actually count towards sim power!
