Pay debt is gambling ?

I think we all know that student (debt) cards are returned after the student card training is over. According to the current #dcity's changed rule, student (debt) cards must be paid debt. (If you don't pay debt, the sims that will be received from the tex refund will be cards that will be taken back). Here, you will need to consider whether paying debt is too much of a gamble. I have purchased many student cards in the past. I used to have more than 500 student (debt) cards. In the past, student debt cards received 1 sim #income as a tex refund. Now, it has become a card that takes back what we get from our tex refund.

When the pay debt is done, the cost for the pay debt is about 70 #sim. Compared to the previous one, there will be more than 50 sims. This cost should also be taken into account.

The cards that are returned after pay debt are only random. Some cards are good, but some cards are very low value. In addition to this, there are cards that are not sure what to get. (I don't like the arrangement of karma. I'm a person who likes to be able to choose my own situation). Therefore, I am trying to purchase other cards in the later situations.
