After the trilateral meeting in Brussels on February 27th, the spokesperson of the European Union, Peter Stano, stated the following:

“The goal of the accepted European proposal and dialogue between Belgrade and Pristina is not mutual recognition, but to reach a comprehensive agreement on the regulation of relations between Kosovo* and Serbia. Both sides have accepted the European proposal for the normalization of relations, further work will only be done on its implementation.”

Let us recall that Borell said that Vučić and Kurti agreed today (February 27th) at the trilateral meeting in Brussels that further discussions on the text of the EU proposal for the normalization of relations between Belgrade and Pristina are not necessary and that this is the framework for the normalization of relations.

Officially, the document, the implementation of which the colonial administrator accepted, is called

“EU Proposal – Agreement on the path to normalisation between Kosovo and Serbia”

and in its essence is the factual acceptance of the invaded Serbian province as a neighboring state. This was also reported by key Russian news agencies, TASS and RIA News.

The Contracting Parties,

Conscious of their responsibility for the preservation of peace,

Committed to contribute to fruitful regional co-operation and security in Europe and to overcome the legacy of the past,

Aware that the inviolability of frontiers and respect for territorial integrity and sovereignty and the protection of national minorities are a basic condition for peace,

Proceeding from the historical facts and without prejudice to the different view of the Parties on fundamental questions, including on status questions,

Desirous to create the conditions for cooperation between the Parties for the benefit of the people,

Have agreed as follows:

Article 1

The Parties shall develop normal, good-neighbourly relations with each other on the basis of equal rights.

Both Parties shall mutually recognise their respective documents and national symbols, including passports, diplomas, licence plates, and customs stamps.

Article 2

Both Parties will be guided by the aims and principles laid down in the United Nations Charter, especially those of the sovereign equality of all States, respect for their independence, autonomy and territorial integrity, the right of self-determination, the protection of human rights, and non-discrimination.

Article 3

In conformity with the United Nations Charter, the Parties shall settle any disputes between them exclusively by peaceful means and refrain from the threat or use of force.

Article 4

The Parties proceed on the assumption that neither of the two can represent the other in the international sphere or act on its behalf.

Serbia will not object to Kosovo’s membership in any international organisation.

Article 5

Neither Party will block, nor encourage others to block, the other Party’s progress in their respective EU path based on their own merits. Both Parties shall respect the values referred to in Articles 2 and 21 of the Treaty of the European Union.

Article 6

While the present Agreement constitutes an important step of normalization, both Parties will continue with new impetus the EU-led Dialogue process which should lead to a legally binding agreement on comprehensive normalization of their relations.

The Parties agree to deepen future cooperation in the fields of economy, science and technology, transport and connectivity, judicial and law enforcement relations, posts and telecommunications, health, culture, religion, sport, environmental protection, missing persons, displaced persons and other similar areas through the conclusion of specific agreements.

The details will be agreed in additional agreements facilitated by the EU-led Dialogue.

Article 7

Both Parties commit to establish specific arrangements and guarantees, in accordance with relevant Council of Europe instruments and by drawing on existing European experiences, to ensure an appropriate level of self-management for the Serbian community in Kosovo and ability for service provision in specific areas, including the possibility for financial support by Serbia and a direct communication channel for the Serbian community to the Government of Kosovo.

The Parties shall formalise the status of the Serbian Orthodox Church in Kosovo and afford strong level of protection to the Serbian religious and cultural heritage sites, in line with existing European models.

Article 8

The Parties shall exchange Permanent Missions. They shall be established at the respective Government's seat.

Practical questions relating to the establishment of the Missions shall be dealt with separately.

Article 9

Both Parties take note of the EU’s and other donors’ commitment to establish a special investment and financial support package for joint projects of the Parties in economic development, connectivity, green transition and other key areas.

Article 10

The Parties shall establish a joint Committee, chaired by the EU, for monitoring the implementation of this Agreement.

Both Parties confirm their obligation to implement all past Dialogue agreements, which remain valid and binding.

Article 11

Both Parties commit to respect the Implementation Roadmap annexed to this Agreement.

So, as you can see, the surrender of the Serbian territory of Kosovo and Metohija was completed without any further legal manipulation. And one does not have to be a legal expert to see that. It is enough not to be hypnotized by propaganda or bribed by a job.

The defense of the treacherous authorities that “nothing has been signed” and that “there will be no admission to the UN” is just empty talk, because Article 4 in paragraph two explicitly states: Serbia will not oppose Kosovo’s membership in any international organization. The key organization into which the kidnapped Serbian province should be included is NATO, and in the previous text it was explained why the United Nations is no longer important to any of our European ‘friends’. 📣 Prof. Dr. Dejan Mirović: On February 27, at 8:15 p.m., Aleksandar Vučić de iure recognized “Kosovo”! His statement about “accepting the implementation of the Franco-German plan” is a criminal offense of high treason under Article 306 of the CC

On February 27, 2023, Aleksandar Vučić de jure recognized “Kosovo”. With the statement made around 8:15 PM Serbian time after the meeting with Kurti, Borell and Lajcak that he agreed to the “implementation” of the Franco-German plan, he did so unequivocally because the basis of that plan is, clearly and directly, the recognition of the territorial integrity of Kosovo (several times highlighted in the text).

Territorial integrity is a basic principle of international public law, above the right to self-determination, and is guaranteed in the UN Charter (constitution of the international community) and the Final Act of the OSCE, which guarantees the inviolability of borders in Europe.

Vučić’s statement about accepting the ‘implementation’ of the Franco-German plan is now Serbia’s official position, that is, from the evening of February 27th, it binds Serbia according to Article 7 of the Vienna Convention on the Law of Treaties and the ruling of the Permanent Court of International Justice in the Ihelen case when Norway lost Greenland due to a similar statement given by its minister of foreign affairs. Minimization of this act, media reports like ‘he said but didn’t sign’ and ‘first the ZSO and then everything else’ and similar supra-legal interpretations that should hide opportunism in confrontation as well as complicity in treason, have already been seen after the Brussels and Washington agreements, which had disastrous consequences in reality. Such extra-legal interpretations are denied by Borell’s statement given after Vučić that ‘Kurti and Vučić agreed on the text of the plan’.

Vučić’s statement of February 27th on accepting the implementation of the Franco-German plan is not only a criminal act of high treason under Article 306 of the Criminal Code, but also the last act of the coup d’état that he started in 2013 by concluding the Brussels Agreement. Despite Article 123 of the Constitution, the Law on Conclusion of International Agreements and the Law on Foreign Affairs, no one has ever authorized Vučić to negotiate the Franco-German plan, neither the government nor the National Assembly. He did not even disclose the plan to the National Assembly 2–3. February.

Also in accordance with the generally accepted definition of Hans Kelsen, any change to the constitution outside the established procedure (in Serbia, a 2/3 majority in the National Assembly and a majority in the referendum) is a coup d’état, especially when it involves such a significant change as the relinquishment of 15% of the territory. That is why Vučić’s binding statement on accepting the territorial integrity of Kosovo or the implementation of the Franco-German plan is not only high treason but also a coup d’état and marks a dark day in Serbian history.

To make the absurdity and national shame even greater, Vučić did this not because of threats of sanctions and war, but because of personal reasons that are clear to anyone who follows the transcripts of the Belivuk gang trial. The arrests and physical torture of the opponents of the Franco-German plan, as in the case of Dejan Petar Zlatanović and Damnjan Knežević on February 15th, as well as the ban on demonstrations against the Franco-German plan on February 24, only show that there was a premeditation on the part of Aleksandar Vučić before committing the crimes of high treason and the coup d’état committed on February 27th in Brussels.

Kosovo and Metohija were handed over in the most insidious way, and the Serbs in that part of Serbia were left to the Sqiptar terrorists, who have already started shooting innocent people and building military bases on the stolen Serbian land. The high traitor was probably taught this by his British advisers, promising him that he would escape responsibility and even be rewarded for high treason. Personally, I no longer care about his fate. He admitted high treason by arresting the journalist Dejan Petar Zlatanović, just because the man expressed his disagreement with the surrender of Kosovo and Metohija, saying the words in which only a high traitor could be recognized!

During almost 11 years in power, this great traitor did not do a single good thing for the Serbs in Kosovo and Metohija, handing over all the institutions of the Serbian state to terrorists.

Journalist Igor Marinković perfectly summarizes the 11 years of Vučić’s high treason, unfortunately only in Serbian language:

Of course this will not be the end of history. Kosovo and Metohija were not stolen from us once. But the sad fruits of this high treason will blossom very soon. If there is no popular uprising, an accelerated collapse of Serbia will follow. There will be no European integration. Quite the opposite: expect accelerated crushing of the Serbian national fabric torn from its spiritual mother, and then a turn against Russia. We will see what the ‘European friends’ will treat as the next, softest and sweetest piece to tear off – Republic of Srpska, Raška County, Preševo, Bujanovac and Medveđa, whose takeover would block the new Chinese Silk Road through the Vardar-Morava valley, or perhaps Vojvodina, where the separatist core are waiting like a cocked rifle for the outcome with Kosovo and Metohia.

At the same time, it becomes clear that the increase in the number of special units of the Serbian Army from 1,500 to 5,000 men will not be done for the sake of defending the Serbian people in Kosovo and Metohia and returning them under the constitutional order of the Republic of Serbia, but rather those special forces will serve as the praetorian guard of the colonial regime.

One way or another, the traitor has already drawn us into the war with this move…
