You will find it in your wallet section. You need to have Hive or Leo to power up.

I do not think powering up Leo produces any Resource Credits to post but I can see @litkitdiginews already powered up their first fraction of Hive.

Next step is either buying on exchanges and depositing (fast line) or waiting 7 days for rewards from this comment to arrive to power them up.

powered up hive gives you the "blockchain power" and allows you to do transactions on the chain.
You do not need more then 50 ish to do most transactions on chain but the more you have the bigger your vote gets

Sorry. You are correct. You need Hive powered up n order to produce the resource credits to allow you to post more often. What I was referring to was powering up in general.
