Yeah your solution makes sense, at least would be nice to work something around this, because many people that adopt or buy a pet aren't aware of the consequences of having an animal. Can be devastating to see how some of these animals are being treated.

You are right. Small animals are always cute, then they grow and with that come the problems. And many are not aware or don't care about how to solve them.
