I think it's more of a personal preference thing, but I really tried to be as objective as possible with my opinion and it's that the game is really forced to keep a long and boring story to try to exploit the gameplay, which at least in my opinion, ended up boring me repeating the same cycle for more than 30 hours. The Witcher 3 I played it on the penultimate difficulty and I never felt forced in every sense of the word to do quests, obviously it was necessary, but everything came naturally and fun, by the same game inspiring me and giving me reasons to do those quests. Something that was sorely lacking in this game. I haven't tried Valhalla yet, but someday I'll try it.

Valhalla instead has a "power level" instead of levels, that imo acts as the exact same as level. It's determined by the gear you wear, IIRC, and the area's are broken down into suggestions for said power level.
