Gas Storage and the EU's gas rationing scheme

In the scramble to fudge a compromise on the EU's gas rationing scheme, the 27 member states accepted a proposal from Denmark that gas in storage above the EU's mandatory target, is offset against the rationing.

The EU has mandated that all 27 countries fill their storage units to 80% by 1st November.

If you are Denmark with storage units 86.25% full, then the terrawatt hours that make up that 6.25% can count against rationing (which was was to reduce your consumption by 15% of your average TWh consumption from 2016-2021).

This compromise is a big incentive for countries to fill their storage way above the 80% mandate.

At present only four of the 27 member states have their storage filled above 80%.
