Sweden was the first country in the world to introduce a parental income insurance policy in 1974. The purpose of which was to provide parents with an opportunity to spend the first beautiful days with the child without financial difficulties.

Sweden is famous worldwide for its excellent welfare system. Although in this Swedish society, fulfilling the economic needs of the family was considered only the responsibility of the man and the care of the children and housework was considered the responsibility of the woman.

In the early 1960s, Sweden's unfair and outdated ideas, traditions and family system began to be questioned. A new Swedish society was then envisioned, which included concepts of gender equality, which ultimately proved to be effective in improving new gender relations in the family and society. This demand for gender equality in the society included not only women but also the demand that men should also be given equality in those areas which were not considered equal to them. The goal of these equal rights principles was to create opportunities for women to work and for men to take responsibility for their children. This notion of equality in society was sometimes harshly criticised, but after 1968, when the Swedish government responded to the UN's demand for the "Situation of Women in Society", the idea became even more central. Swedish politician Olof Palme argued that, in principle, raising and caring for children should be the equal responsibility of men and women. The early relationship between father and child has profound effects on the child's future. Therefore, there should also be scope in the law to give the father the right to take care of his child. After that, this demand for gender equality quickly became a stable political vision. This political vision formed the basis for the establishment of the parental insurance policy in 1974, which for the first time gave men the right to take leave from work to care for their children.

In 1992, the National Institute of Public Health, now known as the Public Health Agency, launched a publicity campaign called Papa Come Home to encourage men to take time off to care for their children, which published interviews with men who had used this insurance policy. But is the Swedish childcare allowance really enough?

According to which, from the birth of a child to the age of 19 years, approximately 12 40 000 SEK are spent. Of which only 32% is paid by the Swedish government in the form of this allowance.
