A-Mark Precious Metals, Inc. started producing The Liberty Silver rounds or medallions in 1982. It features two iconic symbols of America!
On the back, the iconic Liberty Bell is shown with the phrases "Life, Liberty, Happiness" above it and the A-Mark logo with.999 Pure Silver below it.

The inscription on the bell reads:

Proclaim LIBERTY Throughout all the Land unto all the Inhabitants Thereof Lev. XXV. v X.
By Order of the ASSEMBLY of the Province of PENSYLVANIA for the State House in PhiladA
Pass and Stow
Philada
MDCCLIII

The American Eagle, the country's national symbol, is depicted on the obverse of the coin with thirteen stars surrounding it, signifying the original thirteen colonies, and arrows in its talons.
The date of minting is split in two digits to the left and two to the right of the eagle. The words "ONE TROY OUNCE • 999+ SILVER" are engraved above the stars, along with its weight, purity, and composition. "LIBERTY SILVER" appears beneath the Eagle.

A Moment in History: The Liberty Bell
By FISM TV, YouTube

The Liberty Bell, bearing the words "Proclaim Liberty Throughout All the Land Unto All the Inhabitants thereof," has been a representation of American democracy and freedom for a very long time. The bell of Pennsylvania's State House, today known as Independence Hall, fractured after being in operation for more than 90 years. It continued to crack while being repaired. After that, it was never used again and instead became a well-known emblem in the United States. In Philadelphia, the original Liberty Bell is currently on exhibit.

A Mark produced this silver round from 1982 to 1989. Then they started producing undated ones.
The other manufacturer of vintage Liberty Bell that I know of is Liberty Mint. There may be others.

Our Silver and Gold Bullion Coinage began with the 1986 Dates... Try to imagine how many we've been able to Mint since 1986, and you'll know where w"We the People" have Staggering Amounts of Silver and Gold "standing by"...

Yes, you can tell when it was manufactured! I think all silver must be marked with the date of minting.
