If I am not mistaken, the rings of a cut branch of a tree indicate how old the plant was. Correct me if I'm wrong. Hihi. I am just curious, why did they cut the trees? What's the purpose of it?

You are not mistaken, each ring means one year of life. These are bushes, not trees and are along the road, so every now and then they are cutting them, otherwise it would grow too tall.
