Can evil spirit touch and influence people? people?

1Jn. 5:18 makes it clear that the wicked one does not touch anyone that is begotten of God. This means that those born of God cannot be touched by evil spirit or Satan. It is therefore those that are not born of God that the evil one or Satan can touch.
Those that are born of God keep themselves by watching over their actions and speeches, including relationship with other people. They are careful, and not reckless human beings.
It's those people that are not born of God that evil spirits can touch, and even dwell in.
Those who believe in God and serve him in the right way cannot be touched by evil spirits. This is the biblical truth.
