In reference to the transnational train of Aragua, I assume this is but one segment of the global criminal cabal that today rules the world. Like a sea serpent whose undulating body only protrudes above the surface and becomes visible at some points, the global criminal cabal can be glimpsed only where it's activities, it's undulations, if you will, have surfaced and become visible. There is no region or national polity that is off limits to such cabal, and no neighborhood, no matter how impoverished, nor institution, no matter how prestigious, that cannot be profitably penetrated and suffer the criminal activities the cabal undertakes.

Whether censoring political opponents of corrupt bureaucrats, using taxpayer money to purchase hazardous medical devices, or waging war in order to enrich defense contractors with orders for weapons and ammunition to replace those expended, every government is ripe fruit for criminals. It is no coincidence that the most powerful states and governments of the world are also those most invested in, and profiting from, this global criminal enterprise. As a child in America I witnessed local police murder a local drug dealer and sell his drugs out of the police station. There was no reason for that small, local operation to be connected to a global criminal enterprise, and I don't believe it was. But it revealed to me that corruption was murderously deadly, endemic to government, and hidden behind lies so convincing the mere accusation they were lies would be considered preposterous by most people.

Since then I have viewed government as a vehicle for corruption, utterly without mercy and insatiable. Wherever I have looked for signs of corruption I have found it. The more and stronger government is, the worse the state of the population of the civilians ruled - but the wealth of American and Europe belied this latter metric. At least, that is what I thought until I realized the misery that facade of wealth brings those that bear it. Only people without benevolent spiritual values can endure such wealth without their spirits being crushed. Many people will consider that a crushed spirit is worse with an empty belly, and the truth of this cannot be denied, but it is no answer to the subjugation humanity suffers to implacable enemies that crush their spirit, and the Oera Linda Book suggests there is a way to live without being crushed in spirit, to ourselves create our bread, and all blessings of civilization in strong and functional societies that exclude criminal cabals by denigrating the pursuit of wealth and mercantilism beyond what is necessary to support a thriving society.
