Hi, Do they select people randomly for giving the delegation for one month. Also i have never used leo frontend so can i participate in it ?

Yes they choose winners randomly, another thing is you don't have to use leofinance Frontend for just participating in leofinance power up day, all you need is to power up your leofinance account on the may with minimum 150 Leo tokens by using any Frontend, dapp or wallet
And do i have to write a post about it as well so that they could know about my powerup ?
No it's up to you if you want to write a post it's ok but it's not require , they will know about all power ups from blockchain data
