Europe’s Air Conditioning Dilemma

It's been hot here the last month, some days well into the 30s, NB hot for Britain, obvs our Southern European friends are used to these kinds of temperatures in mid-summer, but the whole of Europe has apparently been going through something of a heatwave!

And people have responded by snapping up shares in air conditioning companies, makes sense, but the odd thing is the EU seems very resistant to the idea of AC, especially among the left, with many thinking it's decadent.

Traditionally, Europeans didn’t need much cooling. You had thick stone walls, shutters, and buildings designed to stay comfortable without any need for AC, but that’s not always enough anymore, especially not in Britain where the idea of passive design to keep out heat really isn't part of the design of most buildings!

It's actually a bit of a pain to install AC in the EU, with rules about how things look from the street or regulations meant to protect the environment. Critics worry about the power that AC units draw and the blast of warm air they send outside, making the city even hotter.

They’re not wrong. But at the same time, the health risks from extreme heat are real and growing.

And the environmental case against AC isn’t as straightforward as you’d think. Yes, it cranks up electricity use. If you’re on fossil fuels, that means higher emissions. But Europe’s grid is changing all the time—more renewables, more nuclear, and a steady drop in dirtier power.

And modern AC units are a lot more efficient than the clunky old ones. Many double as heat pumps, which means they’ll cool you off in summer and heat your place in winter.

Then there’s the fact that heat is expensive. Productivity falls, schools struggle, hospitals get busier, and the most vulnerable are at real risk. Failing to keep buildings cool costs everyone, maybe more than turning on an AC.

Of course AC isn't and shouldn't be the only solution....There are lots of fixes—better insulation, smart shades, green rooftops, trees in the city, reflective building materials, smarter airflow. New buildings can be designed for hotter summers, so you don’t have to rely just on technology.

But during the worst heatwaves, air conditioning isn’t a “nice-to-have” anymore. It’s quickly becoming basic infrastructure.

This summer in South Texas we have been experiencing 37 C days. During the peak of summer, it can get to 40 C, or a bit higher. That lasts about 2 months. We consider 32 C a pleasant day to go outside.

Air conditioning can get expensive depending on how well insulated your home is. A well insulated home doesn't cost too much to cool. The trick is to set it to dehumidification. If the air is humid, you'll be miserable at any temperature. As a dehumidifier, an air conditioner runs at lower power, but still cools. A dedicated dehumidifier can't help as it vents the hot air back into the same room.

Strategically, you can install a window unit in only the spaces you want to cool rather than trying to cool the entire home.

Air conditioning introduces another concern, mold. If the air is not properly filtered, the dust and humidity are a perfect environment for mold.

We start opening doors and windows once temperatures reach about 26 C, which is around November.

At least, Europe is following some sort of regulations. Here in South Asian region, there is nothing such as regulations. Plus a great boom in solar panels has resulted in needless Air Conditioning. For many households it has translated into running ACs far more often than actually necessary, all that instead of investing in better insulation or passive cooling.

Anyways, we can keep on arguing about AC regulations while there is a breaking news about another record breaking heatwave, or perhaps another missile launch.

Air conditioning is a mixed bag, really. We used to live in central Texas where 35-40 degrees C was the normal mid-afternoon high from May to October. Every. Single. Day.

It's nice to be cool, but we used to get US $700 monthly cooling bills... and that was in 2005. I'd hate to think what it is now.

We ended up living in our downstairs which was partially built into a hillside, ripped out the carpeting, polished the concrete slab smooth and painted it. Amazing how effective cold stone against bare feet is, in keeping cool.

These days, we just have a small portable unit on wheels which will cool our sleeping space, and that's generally all that's needed.

We are considering a home a/c for those nights where it gets hard to sleep due to the heat. So far there are not too many of those, so it may not be a high priority for now. We have solar and a battery so running costs would not be too bad. Our house is fairly well insulated, but others may suffer more.

I've worked in plenty of offices with a/c that can make it more bearable, but I object when people want it icy cold inside when it is not too bad outside. That is a waste of energy. All those a/c units in a city will warm up the local air and make things worse so they should be used sensibly. I saw some US politician suggested people raise the temperature setting a bit and they got called a socialist, or worse. I think those in an office may not consider the impact so much as they are not paying directly.
