First was a bunch of startups, that were trying to be Tesla. Then, Bajaj came out with Chetak, now TVS too has an electric scooter. Both chetak and iQube are prices well below startup offerings. Which brings me to why all these startups will fail. Not only do they need capex to make these scooters, they also need sales channels and after service. Incumbents have that and replacing a ICE with electric powertrain is not tough. And incumbents have all the money to invest in battery tech.
