Is this the PIO or POO?

This is a phone call to Trooper Sevigney of the Washington State Patrol. He is the PIO for district 4 in eastern washington. I wanted to contact him and find out if WSP is going to comply with RCW 46.08.65 or continue to break the law proving they are sovereigns and care more about policing for profit than public safety. Jeff wouldn't answer many of my questions and mainly tried to pass the buck off to someone else. This is something that is common with government employees who don't have to earn their salaries.
