Like Seriously? There are numerous amount of people here trying to scam the system in some way. Unknowingly or knowingly, that makes it kinda our job to take our hands off our dicks and regulate it since we dont have a centralized entity to do so for us nor do we want a centralized entity to do this for us.
I have heard this a few times "The witness are centralized" or The witnesses are bullies", you may not like the current witnesses chosen, but they are still chosen by the vast majority of the community to uphold this blockchain and they can't do it single handedly, they have to agree on stuff before a decision is made, so I wouldn't call them a centralized entity. (P.s Friendly reminder to regularly check your witness votes)
I think the biggest problem is that we don't have any formal rules on how to act on the Hive blockchain, its so vast and people do a lot of different stuff and we also don't want to limit the innovation of dapps, but that doesn't mean we don't have some unwritten rules here even though its still kinda the wild (kanye) west here 😅
Lets get this clear first. Anyone is allowed to exercise their downvotes the way they want to, but many choose not to, maybe out of fear for retaliation from bigger accounts or because they don't care enough.
If someone is dick-fuck-raping the reward pool that means less rewards for you, thats why you should care. In theory at least and no, It can't remember the extract amount of HBD there is printed daily.
Lets get back to some of the unwritten rules which I know of
Plagiarism, Plagiarism is a no go here and you will get downvoted 100% if you are stealing stuff from other places on the internet also copy/paste and also if you just translate something from one language to another.
Spamming, Spamming is a bit weird, you can post a lot of post here daily and thats not really a problem, the problem arises if you post the same post multiply times and in multiply communities, thats not okay. We have a feature on @peakd and @ecency where you can crosspost your content via the 3 dots (...)
Identity Theft, Identity Theft happenings now and then here and its kinda a mask spamming effort to get more rewards on more posts.
I do also think we need to tell people why we are downvoting them and explain to them what they have done wrong and how to fix it, because we just starts to downvote a shit-ton. It takes more effort I know, but I think its worth it to at least give them a chance to change.

I rarely downvote. I support others by upvotes.
If I downvote something, then that is most likely (90%) spam. The rest is mostly plagiarism. I also downvoted some posts because of disagreement on rewards (too much rewards for too little work/effort), but that is nowadays pointless in my case, because nowadays my vote is worth less than a cent.

It is the fear of retaliation mostly I think, it's why I'm very careful with my downvotes. I use them sometimes, like a while back when someone was spamming single, out of focus, picture posts with a shitload of rewards. I'm just very careful not to get into some kind of downvoting war with someone who can destroy my account by downvoting all of my pending posts/comments. Which is basically why big-time abusers get away with their behaviour, I do realize that.
If that happends, you can always come to the Hivewatchers discord and ask for help. There is a lot of high stake accounts there, which can help out in situations like that :D

I downvote quite regularly, I try to do it where there is utter scammy fuckness going on. It's everyone's rewards that get humped in the end of we don't. :0D

One who is always upvoting himself is Mintdice, Steevc and I are normally swinging by him daily. I have been focusing on a guy called Phasewalker the past week or so, but seems like I caught up with him, so back to Mintdice now :p
Since the one that I don't name has made his disappearance the fear of retaliatory flags has greatly diminished, imo.
Most of the really large accounts are here for the long haul.
The fork did a lot on this front, too.
What we need is for some of that defi to kick in.
When the markets get a taste of no fees, look out.
