Is there going to be just one Resource Credit Pool? Or would it be similar to the situation now with Steem Power, that can be leased from various competitors?

It is a good point @preparedwombat. I would guess that, at the base layer, there is one RC pool. That said I would not be surprised to see different options open up as individuals find ways to provide different offerings.
