Is it reasonable to promote projects of another blockchain on Hive? How would this seem to us?

I know most people would say yes, but might not seems absolutely right. Though I have seen that a couple time on Steem before Justin took over. But if a Dapp that is based on another blockchain comes here, open an account, and keep trying to drag the users here to use their App (s) on another blockchain, does it make sense? Yes, we are decentralized, and there is freedom, but there are guides and regulations. I need thoughts on this.
