There seems to be a strong affinity between cyberpunk and the far east. Not sure who started that, but thinks like Bladerunner had it going on.

Both Neuromancer and Blade Runner had a lot of Asian iconography to make it both outlandish and to associate to the tech frindly culture of the far east. But soon that same culture started making their own cyberpunk. The anime-cartoons, Akira and Ghost in the Shell really heightened the genre, so I guess that is the reason we often think cyberpunk when we see a few Japanese or Chinese neon signs.
