@silvergrifin007 the only explanation I know for that is you must have at least one tag in this portion of the posting window:
You find this down at the bottom of the editing window where you are writing your post. Without at least one tag, the Publish button will be grayed out, i.e. not available. Once you put at least one tag in there, then the Publish button will be available to click on, when you are ready.

As the red-letter message indicates, you need to remove the # symbol from your tags. Reenter them all in lowercase letters.
