Locked In Rare Plus Income Modifier Question

Landed a nice rare card today I feel like it's been a good while since I opened up a pack on rising star for some reason.

Today we landed the rare card JEDD
He dishes out a cool
100 Fans
150 Skill (offsets 50 fans huge plus)
4 Luck
2 Income modifier!

We also picked up two commons but they are pretty worthless ones lol
10 fans
6 Luck in total both not so great things.

So where does this make us stand now?
We have a total of 92 cards now
4.465 fans - zero from drunks at the moment
744 luck
6,925 skill 3,528 of that is from lessons right now we do max 24 skill on lessons which seems ok
70 income modifier which from the looks of it does nothing right now since hovering over it says it's for future use.

My question is when is that future use and what is it going to be? hmmmmm
