Mueller and his "special council" of 12 democrats spent 2 years and over $30 million trying desperately to find any evidence of Trump colluding with russia. The impetus of this investigation was a phony intelligence report made by british spy Christopher Steele which was paid for by the clinton foundation through a law firm. In the end, they couldn't find any evidence. I don't believe they were really looking hard, though. This was more about optics and milking as much money as possible.
