Government can enact bills that will provide a funding for businesses that has the prospect of providing steady job opportunities for citizens of the country

I agree totally with the above, and I've often said it that one thing government can do in Nigeria for instance is to reduce the number of service years for government workers, and significantly increase their monthly salaries. This will make people establish viable businesses during the period that they are employed, and these businesses will employ citizens, thereby reducing unemployment to a large extent.

For instance, if a government worker has only 15 or maximum of 20 years to work in civil service, it will largely reduce redundancy in government offices, and increase productivity.

Yeah because redundancies in government offices intermittently causes or brings about corruption and when there's too much staticity it makes for monopoly of those controlling power altogether. Thanks for the brilliant comment
