A glance at the Panglima Laot Aceh

I have a little story about Acehnese Indonesian fishermen who have been in effect since ancient times before Aceh entered the territory of the Republic of Indonesia or often briefly became NKRI.

Previously, Aceh was one of the sovereign states and had an official government structure, so that Aceh itself made a diplomatic relationship with other countries in the world, one of which was Turkey.

Being a country certainly has a variety of laws that must be obeyed by its people so that at that time Aceh had advanced in all fields including the maritime field.

The law that has been determined by the royal government always refers to one of the Islamic laws of the time and also the adoption of applicable customary law that does not deviate from Islamic law so that at that time there was one of the highest positions such as the Panglima Laut or the people of Aceh mentioning the Commander in Chief Laot.

At that time, all maritime affairs that occurred in the fishing community, in particular the maritime issue, gave the law fully to Panglima Laot.

Whatever the case may be in the type of fishing and the situation on the beach is also settled by the customary law of laout which is decided by the traditional laot institution or Panglima Laot.

Over time and until today the territory of Indonesia, especially the province of Aceh still enforces customary laws that have been neatly and fairly compiled to this day.

And to this day, the structure still applies in the Aceh region while other provinces in the Indonesian territory still refer to the law or the 1945 Constitution.

Long story short, Panglima Laot's position governing all traditional fishing directions and all legal directions on the beach still refers to the customary law of the sea which has its own scope that depends on the customs of the area itself. As for some things that are regulated in customary law of the sea such as;

  1. Disputes between fishermen when in the sea that can result in physical clashes between fellow fishermen.

  2. Regulate procedures for the use of boundaries in the placement of sea FADs that often result in physical clashes

  3. Organize traditional fishermen parts such as freelance fishermen, deep sea fishermen, coastal fishermen

  4. Arranging the implementation of operational schedules on certain days both holidays and other days, such as holidays on Friday, on Eid al-Fitr and Eid al-Adha, and other national holidays such as Tsunami

  5. Arranging sanctions for fishermen who apply naughty or fishermen who act arbitrarily against other fishermen.

  6. and stipulate other laws that affect other traditional fishermen.

While the Indonesian government, especially the Indonesian Navy, does not interfere with Aceh's customary affairs or the rights of those operating in the maritime sector, they only take care of the country's law which protects the Indonesian territory from all things that can harm the Indonesian state.

Panglima Laot Aceh has its own institutional structure that works in each region. In the Aceh region one of the Supreme Commander-in-Chiefs or persons is organized as the Provincial Commander. Then the Panglima Laot from the provinces formed each Panglima Laot in their respective regions. This means that in each region there is one regional commander who is subject to the provincial commander.

Likewise with other regions of course they have their own institutions recognized by the Indonesian government. Aceh is a region that has several features both in the fields of adat, education, and including Islamic Sharia law, which are in effect today.
