GOING ON A RANT about bot downvotes?! @inertia

The bigger stakeholders of the Scot Tribes seem to have a hard time lately. They need to figure out a way to use downvotes properly, especially since HF21 knocks on everyone's door. Opinions and ideas are usually not a problem. But when it comes to practical solutions, things get kinda difficult.
