It's actually plain English.
And the context is huge. Upwards of a whole novel just to explain what's in here.
But the rainbow family is more of a drug cult that throws for profit drug parties. They dodged any responsibility. Culturally appropriate anything they want. And trash the lands.
This year the native American Indian tribes stood up to them again. And got their way.

Okay, thanks for the context. Didn't even know there was a Nez Perce presence in the states you mentioned.
I am so far from drug related activities, any time I catch wave of it happening en masse nearby it surprises me. Clearly there are pocket districts where the law chooses to turn a blind eye because they know they cannot enforce anything.
