I just could not simply pass by such a topic. Alas, this is a sore subject ... and even 5000 words are not enough to pour out all the pain and bitterness that are accumulated in me from this issue.

Ok, I live in Russia - a great country... amendment: a country that was great once upon a time. If you are not aware, heres a starting point: there is no democracy, no power of the people, or even notorious “hand of the market”, no “third power” (i.e. a free press), no independent judiciary (!). And what is up, one may ask? There are bad guys who have stolen the power. And of course, they protect their stolen power, clutching it with claws & teeth. From the scratch, they took control of economy and profitable enterprises... the money they got from it they used to raider more high-profit enterprises (remember the Yukos / Khodorkovsky cases?). Then the Thieves took control of all the media, from TV to central press. (The saddest thing: as they are bandits but not "the effective managers" - when they steal someone else's business with their dirty hands, said business immediately begins to grow thin, run worse and bring less money, up to complete decline and destruction).

Если вы в танке, вот вам отправная точка: здесь нет никакой демократии, власти народа или даже пресловутой "руки рынка", нет "третьей власти" (т.е. свободной прессы), и в особенности, нет независимой судебной власти. А что есть, спросите вы? Есть плохие люди, укравшие власть. Украденное они защищают когтями и зубами. На старте, они взяли под контроль экономику и доходные предприятия... полученные от этого деньги они использовали для рейдерского захвата высокодоходных предприятий России (помните дело ЮКОСа и Ходорковского?), затем взяли под контроль СМИ, начиная с телевидения и кончая центр.прессой. (Самое печальное, что они бандиты, а не "эффективные менеджеры" -- и когда они захватывают чужой бизнес своими грязными руками, тот начинает хиреть, хуже управляться и приносить меньше денег, вплоть до полного упадка и разрушения).

For a long time, many people did not understand its value (there are personal evidences Putin have called it 'a giant garbage can' back in 2000) and why it is so important. Back in 1990-2000, when this gang reidered after political power, valuable real estate and business enterprises, the Internet did not bring money and no one needed it. Only 2% of Russian population used the Internet around the time - it was neither a threat nor interest to the authorities. In the 2000s, Runet managed to develop, have grown and began to bring money. Politics began to change drastically in 2012. By the time, Runet had about 47 million of active users. Independent decentralized internet became a big hindrance, it became "inconvenient." Thus the movement towards isolation and censorship began.
Политика стала меняться в 2012-м году. Количество активных юзеров выросло до 47 миллионов. Независимый децентрализованный интернет стал сильно мешать, стал "неудобным". Так началось движение к изоляции и цензуре.
Firstly, it was necessary to create "pressure tools" to use against internet providers, and secondly, authorities had "to explain" to the public the need for Internet control. Rhetorics about “security” and “protecting children” was used for the second task; for the 1st one, the Ministry of Roskomnadzor was created, officially eligible to fight against extremism, pedophilia and drugs circulation on the Internet. (Its not a joke at all!) BUT, you know, the laws in Russia never work as they intended and developed for, as we use to say.
Во-первых, потребовалось создать инструменты "давления" на провайдеров для исполнения своих не слишком законных хотелок, а во-вторых, "объяснить" необходимость контроля над интернетом пользователям рунета. Для второго была использована риторика про "безопасность" и "защиту детей", для первого было создано министерство "Роскомнадзор", которое должно было бороться против экстремизма, педофилии и распространения наркотиков в интернете.
Then, authorities began to amend the old laws, and create new ones. Official speakers mockingly called this slow process of changes "a slow frog boiling." Activists protested the adoption of new laws, but the government did not give a flying fuck about them. Instead, they processed a pressure on important bloggers and media personnel, so some were forced to leave Russia. The laws "On prohibited information" (aka blocking sites law) and "On defamation," according to Freedom House, in 2013 lowered Runet by #41 in terms of freedom of speech. (According to the Web Index rating, Russia took place #67 out of 81 in terms of Internet freedom) ... But the silent majority did not even notice anything - they were not deprived of anything, their fave sites werent banned etc etc.
А далее они стали вносить поправки в старые законы, и создавать новые. Медленный процесс изменений эти люди издевательски назвали "медленное варение лягушки". Активисты протестовали против принятия новых законов, но правительство на них наплевало. Началось давление на влиятельных блогеров и медиаперсон, некоторые были вынуждены уехать из России. Законы "о запрещённой информации" (он же -- о блокировках сайтов) и "о клевете", по данным Freedom House, в 2013 году опустило рунет на 41 по уровню свободы слова. (Согласно рейтингу Web Index, по уровню свободы интернета, Россия заняла 67 место из 81)... Но большая часть населения даже ничего не заметила -- у них ничего не отобрали, не запретили любимые сайты, к которым они привыкли.

In 2014, the main news site of Runet, Lenta.ru, was bled and virtually destroyed. The following years can be called a "systematic sweeping of the area" from objectionable persons. The fight against Wikipedia began; one of the first ones to block was the Russian Internet encyclopedia of memes named [Lurkomorye](Lurkmore.to). In 2016, President Putin approved the "Senator Yarovaya's Law", which required the telecom operators to store all the data transmitted by users, for six months - and, of course, they are obliged to provide it to the police on demand, and without a court order. In the spring of 2018, there happened a struggle between Roskomnadzor and the Telegram service (Roskomnadzor was blocking hundred of thousands of IPs... which ended a complete fail, it did not lead to a victory over Telegram, but only hit the business and created a huge losses).
В 2014-м году была обескровлена и фактически разрушена главная новостная площадка рунета, Lenta.ru. Последующие годы можно назвать "планомерной зачисткой местности" от неугодных лиц. Началась борьба с Википедией, одним из первых была заблокирована русская интернет-энциклопедия мемов Lurkmore.to. В 2016 году президент Путин одобрил «Закон сенатора Яровой», согласно которому операторы связи обязаны хранить всю передаваемую юзерами информацию в течение полугода - и, разумеется, предоставлять ее полиции по первому требованию и без решения суда. Весной 2018 года имела место борьба Роскомнадзора с сервисом Telegram. Она окончилась полным фейлом. Блокировки различных адресов не привели к победе над Telegram -- только нанесли удар по бизнесу.
The judicial system in Russia is arranged in such a way that a district court of a small provincial town can consider a “request” from any citizen and recognize certain internet stuff as “extremist” (what a scope for interpretation!) - for example, the text from your tumblr blog... according to the ruling of this certain court and judge, Roskomnadzor will block the WHOLE TUMBLER across all of Russia - isnt it a good idea, huh? Thats the way it goes...
Судебная система в России сейчас устроена таким образом, что районный суд небольшого провинциального города может рассмотреть "заявку" от любого гражданина, и признать "экстремистским" (какой тут простор для толкований!) текст на странице вашего тумблер-блога.... после чего согласно постановлению данного суда, Роскомнадзор заблокирует ВЕСЬ ТУМБЛЕР на территории России -- неплохо придумано, а?

In 2019, the government, which was 146% corrupt (I remind you once again that power was stolen long ago, no one chose this government, and it does not serve the people!) approved new law “On Sovereign Runet” (it has been in force since November). Previously, Roskomnadzor could order any provider to turn off the Internet in a specific area, but now Roskomnadzor is capable of doing it on his own.

As a bonus: here are a few milestones of regulation, marking the way to full internet censorship in Russia.
- 2007, май - суд предписал провайдерам удалить "экстремистские материалы" с сайтов.
- 2007, июль - Министерство юстиции выпустило федеральный список "экстремистских материалов".
- 2012, июль - Википедия, Yandex и сеть Vkontakte протестуют против законопроекта о регулировании рунета, но законопроект все равно победил.
- 2012, ноябрь - создан регулирующий интернет орган "Роскомнадзор", появляется первый список сайтов, подлежащих блокировке.
- 2016, июль - вступил в силу "Закон Яровой", ненавистный закон о регулировании интернета.
- 2018, апрель - борьба Роскомнадзора с сервисом Telegram (окончилась фейлом).
- 2019, апрель - подсчеты 'Censored Planet' показали, что Роскомнадзор заблокировал 130,000 доменов и 325,000 IP адресов.
- 2019, ноябрь - вступил в действие "Закон о суверенитете Рунета". Роскомнадзор получил средства для 100% фильтрации внешнего трафика.
