Median global wage doesn't matter much when talking about a specific location. Yeah I know, just stating how VP determines budget for man hours, no matter where the people are based on.

Basically yes, you have to come up with a business plan and present it to @guiltyparties and @crimsonclad and a group of people will decide how to support you.
