Such a service would be really nice. Though I think it's not easy to make a service that can 'force' a percentage to be paid to the creator or owner of the copyrights. Service based on good faith and trust is possible of course with the tools HIVE provides. I do wonder if someone like @thelogicaldude is interested to look into creating a service that can track and reward the owner of the music based on usage of that music by others, whether this be based on more or less trust between the various parties.

Yes, something like a market where music creators and those who would like to use their music in videos can meet and agree on a specific project looks like a simple task for a conventional community. I don't know enough about HIVE to understand how the other things could work, but what you described looks like a cool and useful service.
