I think it might have been a strategy to try to built as big as possible, in order to get the most out of the Dcity reward pool, as it (the proposed changes) would drop him about 60 spots and 8 Hive a day. Not to speak of a Dcity that 1/4th the size of his current city.
But 4727 SIM a day is much much more than 8 Hive a day. So, it would be an easy choice for me.

The city will grow again with the new cards he could buy from selling off the dumps, parks and uni's.
But you are right: This is a no brainer.
