Yes, that is actually how I came to Steemit in the first place
On my Gun Forums, I was the #1 upvoter, and also received a lot
of votes in return. When I found out that I could PAY other people
with my VP I thought it was AWESOME! ENGAGEMENT!!

It definitely is awesome, but when you start ... most of us think, ah my vote doesn't matter as the vote seems to have no value at all. So pay people for their engagement is not the first thing you usually think about.
